The dataset is generated from the nationwide copy of municipal plans. This is kept updated with data from the original plan data at the municipalities. Updating takes place by means of periodic copying from the municipalities' data or synchronisation.

The data is based on the Norwegian Mapping Authority's maritime primary database and is primarily adapted for a navigation purpose with focus on safe and efficient sailing. The Norwegian Mapping Authority's is not the data owner and can therefore not publish detailed attribute information, or guarantee that the data sets are complete. The Norwegian Mapping Authority's depends on reports from the data owners to keep the data set up to date.

Data collection is focused on two user groups: People with reduced mobility and people with impaired vision. The data set is a contribution to the national goal of a universally designed society by 2025. All people with disabilities or special needs, temporary or permanent, should be able to be as independent as possible and safe. By that, the project is a contribution to improve public health. The aim of a national mapping project is to ensure consistent and comparable recording of populated areas and recreational areas throughout the country.
